    Experience

    Mr. Dutruch is responsible for the day-to-day operations of Compliance EnviroSystems, LLC (CES). He brings over twenty-five years of experience in all aspects of sewer and stormwater evaluation techniques including closed-circuit television inspection, high-pressure cleaning, dye testing, smoke testing, manhole inspections, night flow isolations and mini-camera inspections.

    Mr. Dutruch has provided overall logistics and coordination of field efforts for many Sanitary Sewer Evaluation Surveys (SSES) programs throughout the Southeastern United States. In performing these duties, Mr. Dutruch gained invaluable experience in all areas of wastewater and stormwater system evaluation.

    Mr. Dutruch served as the President of NASSCO (National Association of Sewer Service Companies) in 2010. NASSCO sets the industry standard for the rehabilitation of underground utilities. Mr. Dutruch is also a certified trainer for NASSCO’s Pipeline Assessment and Certification Program (PACP). PACP has become of paramount importance for the worldwide rehabilitation industry to ascertain critical information regarding the underground infrastructure.

    As an officer of CES, Mr. Dutruch is dedicated to assisting clients in front-end development of projects, technical assistance, and management of all aspects of sewer evaluation.

    Professional Qualifications

    Mr. Dutruch has been involved in the evaluation of over 40,000,000 linear feet of sanitary sewer and is proficient in all aspects of sanitary sewer and storm sewer cleaning and evaluation. He has managed and executed some of the largest SSES projects in the country including complex tunnel evaluations and off-road cleaning operations.

    Experience

    Mr. Hardy’s responsibilities at CES include project management training, flow monitoring coordination, reporting, rehabilitation recommendations, and on-site project management for various sanitary and storm drain improvement projects. Mr. Hardy has extensive knowledge of pipe investigation techniques including Closed Circuit Television, high-pressure line cleaning, smoke testing, flow monitoring, dye flood testing, night flow isolation, manhole inspections, and data analysis. During his 20-year tenor with CES, Mr. Hardy has personally managed SSES projects totaling more than 10,000,000 l.f. He has worked on over 100 flow studies and I/I reductions programs throughout the Southeastern US and provides overall direction to all flow monitoring studies for CES. He has provided rehabilitation recommendations to well over 2,000,000 l.f. of pipe including disaster recovery programs with FEMA reimbursement implications. Mr. Hardy has extensive knowledge of the creation of CES’s final reports including data management, defect coding, Qa/Qc, GIS mapping, and rehabilitation recommendations. With his experience and knowledge with SSES programs, Mr. Hardy has developed CES’s internal process and procedures document for all field services, project management training, and data quality assurance/quality control program.

    Professional Qualifications

    Mr. Hardy is registered as a Professional Engineer in the State of Louisiana. He is certified in PACP, MACP, and LACP.

    Experience

    David has over 15 years of experience in municipal infrastructure; specifically wastewater and solid waste. He served as Chief Operations Engineer and Assistant Director of the Department of Public Works in Baton Rouge, Louisiana during his 12-year career with the government. As Director of the Department of Public Works for the City of Baton Rouge, David negotiated and managed a $1.4 Billion Sewer Consent Decree program primarily focused or rehabilitation and capacity projects and managed a department of 800 employees. David saw the program from its 2005 execution until 2014 when construction was over 50% complete.

    David also managed a Wastewater collections and Treatment division with over 300 employees and 3 treatment facilities. In this role, he implemented many new treatment technologies during the rehabilitation and expansion of two treatment plants including activated sludge facilities and advanced chemical treatment processes to lower BOD & COD in effluent levels.

    Currently, David manages client development and new/potential account for CES across the United States. His duties also include contract negotiations, pricing, governmental affairs and lobbying.

    Professional Qualifications

    David is a registered engineer in Louisiana, Alabama & Tennessee. He has been honored with numerous awards including the Baton Rouge Business Report’s Top Forty Under 40 and frequently presents technical papers and presentations on the topics of I&I (inflow and infiltration) and trenchless technology. He is a member of the American Society of Civil Engineers (ASCE), American Public Works Association (APWA) and the National Association of Sewer Service Companies (NASSCO). Locally, David is a member of the East Baton Rouge Metropolitan Airport Commission and has served on numerous boards and commissions in the Baton Rouge area.
